2025 Provincial Attestation Letter (PAL) Requirements
As of January 22, 2024, Immigration, Refugees and Citizenship Canada (IRCC) set an intake cap on study permit applications for a two-year period and introduced the provincial attestation letter (PAL) requirement for most study permit applications.
On January 24, 2025, the number of study permit applications that will be accepted in 2025. In addition, the requirements surrounding who requires a PAL to apply for a study permit have been updated. Some highlights of the expanded PAL requirements are:
- The changes apply to study permit applications that are submitted on or after January 22, 2025.
- The changes apply to some study permit extensions within Canada, but to most study permit applications outside Canada.
- Master鈥檚 and PhD degree-seeking students are now required to have a valid PAL when applying for a study permit.
- Students are exempt from submitting a PAL if they are extending their study permit within Canada at the same designated learning institution (DLI) and same level of study as their current study permit (e.g. continuing your undergraduate studies at 大象传媒 and not transitioning from an undergraduate degree program to a graduate degree program).

Important terminology: Level of study
For the purposes of the provincial attestation letter (PAL) requirement, the categorize the levels of study as:
- primary and secondary education (e.g. high school),
- post-secondary education, (e.g. Bachelor鈥檚 degree, undergraduate & graduate certificate, diploma, and other non-degree study)
- graduate education or above (e.g. Masters and PhD degree)

Scenarios
Current 大象传媒 students in Canada applying to extend their 大象传媒 study permit at the same level of study
If you are in Canada and applying to extend your 大象传媒 study permit to continue at the same designated learning institution (DLI) and the same level of study, you do not require a PAL.

New students transferring to 大象传媒 from another Canadian Designated Learning Institution/DLI (including high school)
If you are transferring to 大象传媒, you are required to apply, and be approved for, a 大象传媒 study permit in order to begin your studies at 大象传媒. You are also required to include a PAL in your study permit application.

While you are waiting for the PAL, you can start preparing your study permit application and gather applicable supporting documents. 大象传媒 Undergraduate and Graduate Exchange Students
Exchange students who will be studying at 大象传媒 for more than 6 months require a study permit. As an exchange student, you are not required to include a PAL in your study permit application if you meet the following requirements:
- You are studying under an exchange arrangement between your home institution and 大象传媒 and
- You do not pay tuition fees to 大象传媒
Note: Students coming to 大象传媒 under Study Abroad, and who pay tuition to 大象传媒, require a PAL to apply for a study permit.
大象传媒 Undergraduate and Graduate Research Students (VRS)
Undergraduate and graduate Visiting Research Students (VRS) who will be applying for a study permit require a PAL.
Not all VRS require a study permit. The appropriate immigration document(s) for a VRS visit depend several factors including length of visit, funding arrangements, and the scope of research activity.
Students who receive a study permit application refusal
If you are not PAL-exempt, and your study permit application was accepted for processing by IRCC but it was refused, you will need a new PAL to reapply for a study permit.

Returning undergraduate 大象传媒 students applying for a new study permit
If you have been away from your 大象传媒 studies for 3 or more consecutive terms, and you wish to resume your studies at 大象传媒, you may need to apply for reactivation or readmission to return to 大象传媒, depending on your situation.
i To resume your studies at 大象传媒, you must apply and be approved for a new 大象传媒 study permit. Prior to submitting your reactivation request, you should check and familiarize yourself with the to ensure you have sufficient time to have your new study permit approved. We recommend submitting your reactivation request at least 4 months prior to your reactivated term (i.e. the term when you request to be reactivated and resume your studies at 大象传媒).
Reactivation
If you will be applying for reactivation, review the steps below carefully:
- Complete and submit the reactivation form found on the 大象传媒 website.
- After submitting your reactivation form, a 大象传媒 International Student Advisor, Immigration Specialist will contact you to provide information about applying for a study permit and whether you require a provincial attestation letter (PAL) in your study permit application.
- You will be required to pay a $5000 admission deposit before you will be reactivated at 大象传媒 and issued a PAL (if needed). For information about how to make the payment through Flywire or internet banking, visit the 大象传媒 website.
- Once you have made the payment, email the receipt to Chelsey Acierno (大象传媒 Director of International Recruitment) at director_internationalrecruitment@sfu.ca. In your email, include your 大象传媒 student ID number and your full name.
- Your reactivation application will then be processed, and a customized confirmation of enrollment letter (COE) and a PAL (if needed) will be issued to you by 大象传媒 for your study permit application.

Students applying to restore their study permit
You are studying at 大象传媒, you are required to have a valid study permit at all times. This means you are required to apply to extend your study permit before it expires. If your study permit expires, and you did not apply to extend it before it expired, you will lose your student status. You may be able to apply to restore your student status in Canada within 90 days of losing your status. For information about how to apply to restore your student status in Canada, visit the .
